When there is time to hold a vote in congress, then it should be a requirement of that vote to fund "The Odessey" part in a trust fund up front, before any congress can vote to authorize a president or our military going to any "war" or "conflict." The coming home part; coming ALL the way home is always the hardest for anyone who fights. If it is not paid for up front, then it will never be dealt with properly and then the fighter, his or her family and the society pays a higher price than if it was paid up front before the first shot or explosion every happens. Every vote to fund a war should include matching funds into the "coming home fund," or no money should be voted for a war. Welcome home.
